IPAF (Single) Mobile Vertical (3a) -
Operator Training

On successful completion, delegates will be able to:

• Operate a mobile vertical (3A) platform safely and efficiently.

• Conduct pre-use inspections and identify potential faults.

• Understand machine stability and safe working loads.

• Recognise hazards associated with MEWP operation and how to mitigate them.

• Follow manufacturer’s guidance and site procedures.

• Respond effectively to emergencies and perform safe lowering.

The IPAF 3A Mobile Vertical Operator Course covers:

• Legislation and standards (Work at Height, PUWER, LOLER)

• Types of MEWPs and components

• Pre-use inspection and function testing

• Safe operating methods and manoeuvring

• Ground conditions and stability awareness

• Use of fall protection (harness awareness)

• Emergency procedures and safe isolation

• Theory and practical assessments

All IPAF training delivered by TL Training includes:

• • Professional instruction from IPAF-approved trainers.

  • Use of training equipment (when delivered at our Wirral site).

  • All registration, certification, and ePAL licence fees.

  • Course materials and safety documentation.

  • On-site parking at our Wirral centre.

Delegates must:

• Be 16 years or older.

• Be physically fit and capable of operating machinery safely.

• Have a good understanding of spoken and written English.

No prior MEWP experience is necessary.

Please make sure you bring the following items with you to your IPAF course:

• Valid photo ID – such as a passport or driving licence (required for registration).

• Appropriate PPE – including a hard hat, high-visibility vest or jacket, and safety footwear.

• Warm clothing, especially during the colder months, as parts of the course take place outdoors.

We can provide hard hats and hi-vis jackets for use during your course if needed.
For comfort, we recommend wearing your own safety boots, as only a small number of overshoes are available – and they’re not the comfiest option!

We want everyone to feel confident and supported—tell us what you need and we’ll do our best to help.

• Reasonable adjustments: We can provide adjustments (e.g., extra time, rest breaks, adapted assessment methods) in line with awarding-body rules—without compromising safety or competence.

• How to request: Tell us about any learning, access, health or language needs before the course so we can plan support.

• Examples of support: Larger-print materials, quieter seating, alternative demonstration positions, scheduled breaks, adapted practical roles.

• Health considerations: Please let us know about injuries, mobility limits, pregnancy or conditions that may affect practicals; we’ll tailor activities where safe to do so.

• Venue access: Our centre has step-free access, accessible toilets and parking; on-site training can be adapted to your space—ask us for specific arrangements.

Delegates who successfully complete both the theory and practical assessments will receive:

• A digital IPAF ePAL Card (Powered Access Licence) — your operator licence stored in the IPAF ePAL app, valid for 5 years.

• An IPAF Certificate of Training.

• Registration on the IPAF global operator database (so your qualification can be verified online).

In recent years IPAF has moved to a digital-first certification system. Since the introduction of the ePAL app (launched in 2021), new PAL cards and training records are issued electronically via the app rather than as standard paper or plastic cards — this makes licence storage and sharing easier and more secure.

Physical PAL cards and printed certificates are still available on request, but these are now optional. If you would like a paper/plastic PAL card or printed certificate, this can be arranged for an additional £40 during or after your course.

As part of your training, your IPAF instructor will explain how to download, access, and use your ePAL digital certificate and PAL card, including how to share them with employers or verify them on site.
